Since President Theodore Roosevelt brokered the peace negotiations in the Russo-Japanese War in 1905, the U.S. had maintained an "altruistic" kind of paternal interest in East Asia and Japan feared American influence more than the "traditional" European imperialist powers like Britain and France. They socked it to China first which they both admired and loathed because expansion would have to START there on the Asian mainland. They then parlayed that into taking over S.E. Asia from France which was defeated and prostrated by Germany. That's when the US said ENOUGH and warned them to evacuate or face economic embargoes. Pearl was the biggest gamble that Japan ever undertook. She knew she could never have an Empire befitting the Emperor without dealing in some way with the United States in Asia and the Pacific. She took a BOLD gamble....and ultimately lost. We could argue that everyone lost as that conflict ended with the atomic bombs.
